WHEN IS AN ENCROACHMENT PERMIT REQUIRED?

An encroachment permit is required prior to causing any of the following on public property:

A. Make or cause to be made any excavation of any nature whatsoever.

B. Construct, place upon, maintain, rent or lease, or to cause to be constructed, placed upon, maintained or left any obstruction or impediment.

C. Place any obstruction or impediment of any nature whatsoever.

D. Place, modify or repair any pipeline, conduit or other fixture. (Ord. 608 § 1, 2004).

WHAT ARE PROTECTED TREES?

1. Any tree with a DBH greater than 12 inches.

2. Any native oak with a DBH greater than six inches.

3. Any Valley Oak, seedling, sapling, or older.

4. Any tree bearing an active nest of a fully protected bird (see Fish and Game Code Section 3511).

Mitigation measures may be required to offset any tree removal. Tree mitigation deposits shall be a minimum of $291.75 for each tree removed. Mitigation deposit on the protected Valley Oak is $875.25 for each tree removed. Replacement trees shall be a minimum of 15-gallon container and 8-12ft tall.

TRUCKED RECYCLED WATER

Contractors and individuals may apply for a Trucked Recycled Water Use Permit, commonly used for: dust control, landscape irrigation, firefighting storage, herbicide dilution, pesticide dilution, soil compaction, storage tank, street cleaning, etc. Compliance with loading requirements is mandatory.

RECYCLED WATER USERS

Residents and businesses may apply for direct delivery hookup of recycled water for irrigation.  This service requires an approved applicant to enter into an Agreement with the City of Calistoga and to submit State-mandated, monthly self-monitoring reports to the City of Calistoga.
