PLANNING FEES

The City assesses a variety of fees associated with development projects, including planning permit fees, development impact fees, and water and sewer connection fees. Use the resources below to review current fee schedules and determine which fees may apply to your project.

PERMIT PROCESSING TIME

State law requires the City to complete its initial review of a complete planning application within 30 days. In some cases, reviews may be completed sooner, however review times may vary depending on project complexity and workload. If revisions are required, applicants may resubmit updated materials for further review. Upon resubmittal, a new 30-day review period begins.

NEW BUSINESS INFORMATION

Are you starting a new business in Calistoga? You may need approval before beginning operations. Whether your business will operate from a commercial storefront or from your home, the information and applications below can help you get started.

New Storefront Business

Businesses located within the Downtown Commercial (DC) and Community Commercial (CC) zoning districts may be permitted by right or may require additional planning review, depending on the proposed use. Before leasing or occupying a commercial space, prospective business owners are encouraged to review the zoning requirements and consult with Planning staff to determine whether a planning permit is required.

Additionally, applicants must obtain approval through the City's Occupancy Application process. The application is reviewed by Planning, Building, and Fire staff to verify compliance with zoning, building, and fire safety requirements. Depending on the proposed use and scope of work, additional permits may be required, including building permits for tenant improvements and sign permits for new or modified signage.

Accessibility Upgrades

The Accessibility Upgrade Worksheet is used to evaluate accessibility improvements that may be required when alterations are made to an existing commercial building. In accordance with California Building Code requirements, accessibility upgrades may be triggered by tenant improvements, renovations, or changes to a business space. Applicants proposing work to an existing commercial building should complete and submit the worksheet as part of their building permit application, when applicable.

New Home Occupation

A Home Occupation is a business operated from a residence that is clearly secondary to the property's primary use as a home. Home occupations are subject to operational standards intended to maintain the residential character of the neighborhood.

Business License

A business license is required for any new business moving into an existing commercial space. The business license will not be released until a Non-Residential Occupancy Application has been approved.

If your business will operate from a residence, a Home Occupation Permit must be approved prior to the issuance of a business license.

Applicants may apply for an occupancy permit and business license concurrently, but the business license will not be issued until an occupancy permit application is completed and approved.
