APPLY FOR A PLANNING PERMIT

DOES MY PROJECT REQUIRE A PLANNING PERMIT?

Many projects require review by the Planning Division before building permits can be issued. Whether a planning permit is required depends on your property's zoning, the type of project proposed, and applicable development standards.

Examples of projects that may require Planning review include:

  • New homes and commercial buildings
  • Additions and significant exterior modifications
  • New business uses or changes in use
  • Subdivisions and lot line adjustments 
  • Projects within special zoning districts or overlay areas

Step 1: Find your zoning district using the Zoning Map.

Step 2: Find your zoning district in the Zoning Code and review the uses and development standards for that district.

Step 3: Contact Planning if you're still unsure whether permits are required.

TYPES OF PLANNING PERMITS

The Planning Division reviews a variety of permit applications to ensure development complies with the City's General Plan, Zoning Code, and other applicable regulations. The planning application permits the following: 

  • Use Permit - A permit authorizing a particular land use subject to certain conditions of approval. 
  • Design Review - Review of a project's design, appearance, and site layout.
  • Variance - A request for an exception to certain zoning requirements, such as setbacks.
  • Lot Line Adjustment - A reorientation of an existing lot line between two or more existing adjacent parcels.
  • Lot Merger - The consolidation of multiple adjoining lots into one parcel.  
  • Tentative Map (Parcel or Subdivision) - A proposed subdivision map showing how a property will be divided into new lots.
  • Sign Permit - Required for the installation, modification, or replacement of a sign.
  • Temporary Use Permit - Approval for a temporary event or activity conducted for a limited period of time.
  • General Plan Amendment - Required to change any text or maps in the City's General Plan.
  • Zoning Amendment - A request to change a property's zoning designation or modify zoning regulations.
  • Other planning entitlements as required by the Municipal Code

HOW TO FILE AN APPEAL

Certain planning decisions may be appealed in accordance with the City's Administrative Provisions.

Appeals must be submitted in writing within 10 days of the decision. It should include the grounds for the appeal and be accompanied by the applicable appeal fee

Appeals of administrative planning decisions are made to the Planning Commission through the Planning & Building Director. The Planning Commission will consider the appeal at a public hearing and may affirm, modify, or overturn the original decision.

An appeal to the Planning Commission should be filed with the Planning and Building Director. Decisions of the Planning Commission may also be appealed to the City Council through the City Clerk's office.
